Recently, Jiangsu Economic and Information Technology Commission held a meeting on the provincial industrial supply-side structural reform, attended by more than 100 people, including Director of Industrial Policy Department of Jiangsu Economic and Information Technology Commission Zhang Jinguo, Vice President of Jiangsu Institute of Economic and Information Research Shi Xiaopeng, heads of Municipal Commission of Economy and Information Technology, and principals of major enterprises. Jiang Huajun said in the speech that communication between government and enterprise provides a rare opportunity. Facing the current economic adjustment, enterprises may meet a lot of difficulties in the development, which needs support of top-level design by government.

Presently, there exist some problems in China’s bidding & tendering management, especially misusing and abusing the method of adopting the lowest price. That has seriously disturbed the market, hindered fair competition, lowered down product quality, and violated the country’s desire of building itself as a quality power and brand construction as well as "competitive prices with superior quality" and "supply-side reform" proposed in the 13^th “Five-Year Plan”. Therefore, Jiang Huajun suggests establishing and improving laws and regulations, and regulating approach of bidding & tendering. He also suggests cancelling the method of adopting the “evaluated lowest price” used for product tendering, and applying the "evaluated average price" instead; at the same time, forming an industry cost price system, preventing malicious low-price bidding; establishing a credit system, and improving the dishonesty punishment mechanism.

“Energy saving & emission reduction, sustainable development" is the economic development pattern advocated by the 18^th CPC National Congress. Green photovoltaic, nuclear power, ternary battery, natural gas and other clean, efficient new energies play an extremely important role in energy saving & emission reduction, developing low-carbon economy, and construction of ecological livable cities. In this regard, Jiang Huajun suggests that the provincial government strengthen the support to development of clean new energies through policy, comprehensively promote the key-area energy saving and emission reduction, carry out energy saving and low-carbon activities in thousands of enterprises; at the same time, accelerate the implementation of energy-saving and transformation, energy-saving technology and products that benefit people, and other key projects, as well as eliminate backward production capacity and high energy-consuming equipment, improve energy-saving market mechanism, accelerate the implementation of contractual energy management, and strengthen energy saving capacity construction.

According to Jiang Huajun, during the supply-side structural reform, enterprises also need innovate actively and to seek transformation in addition to the government's top-level design. They need a clear future direction and strategy, aiming at the global cutting-edge technology, innovative business model and institutional mechanisms.
