China Will Carry Out Plan of Internet Plus Smarter Energy

The journalist learned from National Energy Administration on the 11^th that in national energy planning work symposium of “the 13^th five-year plan”, a clean, low-carbon, safe and highly efficient modern energy system will be established in five aspects, including innovation and development, harmonious development, green development, open development and shared development. Innovation of energy system and Internet Plus Smarter Energy will be accelerated and the important energy projects will be favored to property areas with priority.

According to the introduction, the current capacity of the environment in China has basically reached the limit; the problem of fog and haze is extremely serious; energy development is facing several material challenges, including an improper structure. In 2014, the consumption percentage of coal reached as high as 66%, accounting for 47.4% of the consumption of the whole world (total global output is 8.165 billion tons). In addition, the energy is consumed in extensive mode, comprehensive energy efficiency is less than 40%, the impetus of innovation is weak and the core technologies and key devices of gas turbines and power and electronics are far below the level in foreign countries.

It’s pointed out in the meeting that generalization and application of industrialization for mature techniques should be accelerated and the key technology issues should be solved with focus and priority so that our enterprises can stand in the front line of the new round of energy science revolution. The innovation of energy system should be accelerated and the restraint of system over the innovation and development of energy should be broken down. The innovation of development mode and business mode of business should be promoted and the market system, including contract energy management and demand side management, should be implemented.

In addition, the industry structure should be optimized, construction of productivity of coal, thermal power and oil refining should be regulated and controlled properly and distribution efficiency of resources should be improved. Optimization of energy system should be promoted with emphasis, the peak load regulation capacity of electric power and gas should be improved, distribution type energy and smart grid development should be carried out and plan of Internet Plus Smarter Energy should be launched to improve the level of intelligence and operation efficiency of the energy system.

Furthermore, with three targets of “two increases and one improvement” (i.e. increasing the consumption percentage of non-fossil energies, increasing the consumption percentage of gas and improving level of clean application of coal), the total energy consumption should be continuously controlled, decrease and substitution of coal should be promoted in key areas, non-fossil energy should be developed dramatically, clean and efficient application of fossil energy should be promoted vigorously and reform of energy application in key fields should be accelerated.
